Jersey International Motoring Festival 2015
Mount Bingham Hillclimb
7th June 2015

The Classic and Vintage Motor Racing Club of Jersey Limited, herein referred to as the organisers, will promote a Restricted Hillclimb on 7th June 2015 @ 09.30hrs at Mount Bingham.

The meeting shall be governed by the National Sporting Code and the Standing Regulations of the ACU, these Supplementary Regulations, any Final Instructions for the event and any written instructions the organisers may issue.
Roads closed for the running of this event are closed in accordance with the provisions of an order made under the Road Racing (Jersey) Law 1946, as amended.

The event will be open to all fully elected members of the Organising Club, Jersey Old Motor Club, Vintage Motorcycle Racing Club, JMC & LCC, Guernsey Motorcycle and Light Car Club. JMC & LCC members will be required to supply a marshal for the event.
Junior Riders aged 16 will be restricted to machines of up to 125cc. All competitors under the age of 18 must be accompanied by their legal Parent or Guardian, who must attend signing on and be available for the duration of the event.

Competitors must be in possession of a competition licence issued by the ACU valid for this event. One day licences will be available to Channel Island & UK Residents at a cost of £15.00.
Membership cards and licences must be shown at signing on and will be inspected.

Entries will open on publication of these regulations and will close on 14th May 2015, entries must be submitted on the official entry form and sent to Mrs C Elliott, 71 Clos des Charmes, Rue De L’Eglise, St Peter, Jersey, JE3 7JU. Alternatively entries may be submitted online at, payment for online entries must be submitted by cheque to the above address by the closing date. Entries submitted without the correct entry fee shall be null and void.
33% of the entry fee shall be retained if cancellation of entry is received up to 10 days prior to the event, and 75% of the entry fee shall be retained if the cancellation of entry is received on the day of the event.
Late entries may be accepted at the organiser’s discretion. No entries will be accepted after 21st May 2015.
There will be a minimum of 40 and a maximum of 100, if the number of entries exceed the maximum, selection shall be at the organisers discretion.
A parental/legal guardian agreement must be completed for this event for all competitors under 18 years of age.
Double and shared entries will only be permitted at the discretion of the organisers.
Competitors are reminded that the information submitted is stored on a computer database and may be retrieved for future events.

The course is 591 metres, and comprises of a straight followed by a sweeping right then left bend, a hairpin bend to the left, followed by a right bend, and a sweeping bend to the left with a straight to the finish.

Classes will be made up of 3 sections :-
Section 1
1 Up to 31st December 1967
2 1st January 1968 to 31st December 1980

Section 2
A Road motorcycles – for standard production road bikes, machines must be in a road legal condition to enter into this class, ie:- it must be able to be ridden to the event. To stay within the “spirit of this class”, it must have a lights, speedometer and horn fitted and working. Indicators may be removed to limit damage in the event of an accident. Tyres must be road legal.

B Modified motorcycles – for any machine in class A which has any modifications. Such modifications must be period and tyres must be road legal and a maximum width of WM3. The minimum rim diameter shall be 18”.

C Competition motorcycles – For any machine which was manufactured solely for competition use. This includes race replicas, as per period specifications. Tyres must have a moulded tread pattern and a maximum width of WM3. The minimum rim diameter shall be 17”.

Section 3
1. Up to 125cc
2. 126 to 250cc
3. 251 to 350cc
4. 351 to 500cc
5. 501 to 750cc
6. 751 to 1000cc
7. Over 1000cc

For example, a 1975 standard road machine of 500cc would be class 2A4.
Forced induction will only be allowed on the sprint events.
Multi cylinder two stroke race production machines post 1967 will only be allowed at the organisers discretion, eg TZ’s, TD’s, RG500’s.
These rules are intended to ensure that machines “look right” for their period. It is not possible to provide an exhaustive list of every machine and a machine may be deemed ineligible if it does not meet the “spirit” of the class. Each machine will be considered on an individual basis.
It is up to the competitor to provide provenance of their machine if required by the organisers.
Replicas are eligible but must not weight less than 5kg. of the original manufacturers stated figure.

Grass track/speedway/sand racing machines are not permitted to enter this event.
Tyre warmers are not permitted.
Two stroke competition machines should be fitted with ‘stinger’ type end cans.
All motorcycles will be presented with number plates with numbers affixed at technical inspection and must comply with the current ACU Handbook.
Protective clothing must be worn as per the ACU Handbook – Hillclimb/sprint section.
The spinning of rear wheels is only permitted in the tyre warming area. Breach of this rule may result in a penalty of disqualification.

All vehicles must be presented for technical inspection at the time and place advised in the final instructions with the required items of clothing. All vehicles must be in a clean & tidy condition with competition numbers displayed. Any decals distributed by the organisers must be displayed throughout the meeting.
Any vehicle involved in any accident, or mechanical failure, must be re-examined by the Senior Technical Official, or his designated representative prior to being ridden again.

All fuel containers must be metal and any competitor who brings fuel to the event must supply a 2kg extinguisher to be kept adjacent to the fuel container.

Noise restrictions will be controlled according to the FIM method. All machines must comply with the general technical regulations of the ACU Standing Regulations.

Competitors will have two practice runs, and a minimum of two official runs. Should a run be terminated due to force majeure or expiry of road closure time, then only classes that have been completed will be eligible for their own class awards, but these times will not be included in any results for the overall awards as these will be judged on fully completed runs of all vehicles.
All competitors will have the opportunity to walk the course freely prior to competition to acquaint himself / herself with the course.

The organisers reserve the right to disqualify any competitor for breach or non-conformity of any of these regulations. The rider of any vehicle who is not ready to start when called upon to do so, or who does not obey Officials or Marshals instructions may be penalised. In the case of disqualification, entry fees will not be returned.

Awards are not presented at this event, however, class records will be kept.

Vehicles will start from a standing start and a competitor will be deemed to have started once the timing beam has been broken. Should the timing equipment fail, start will be by green flag.

The finish line will be marked either side of the road by two boards bearing chequered flags.
Competitors are requested to shut down the power after these boards, there will be count down boards and upon reaching the “1”, competitors will be expected to be going no faster than 10mph.

Competitors will start individually, the starting signal will be with lights and the electronic beam will be cut with a timing strut or front wheel, to activate and deactivate the timing clocks, which is Wasco DT20 Grade E.

The organisers reserve the right to postpone or abandon the meeting for whatever reason. In the event of abandonment or postponement, entry fees shall be returned as follows :- Up to 50% of the entry fee may be retained for event administration costs if the event does not start. Once the meeting has commenced all monies will be retained.

If a red flag is displayed a competing vehicle must stop and await further instructions.

Safety is paramount and riders are asked to read the ACU Handbook as to safety clothing and current helmet specifications. If you do not understand the requirement please ask. If you do not comply you will not be able to participate.

The club undertakes to insure each competitor, indemnify him against third party claims made arising out of the races or official practice, excluding claims by other competitors, entrant, spouse or mechanic. The CVMRC and or its agents will not be held liable for any damage caused to any vehicles that are required to be removed from the track during the event.

The interpretation of these regulations will rest entirely with the stewards of the meeting, subject to the provisions of the National Sporting code of the ACU.
